On 15 April 2025, the Dutch regulator for CBAM, the Dutch Emissions Authority, communicated on its website that in 2025, there will no longer be a reporting obligation for importers who import less than 50,000 kg of CBAM goods. Parties importing more than 50,000 kg can use EU-issued default values for reporting. The change does not apply to electricity and hydrogen imports.
This gives many importers relief. It is expected that 90% of parties importing CBAM goods will be exempted from the obligations under the CBAM regulation now and after the regulations come into force on 1 January 2026.
